Respect

Respect is to have a deep feeling about someone or something elicited by their abilities, qualities, or achievements and the same is encouraged in Government College Balrampur. Respect involves understanding the gifts and unique contributions of every individual in the society and valuing diverse perspectives, respect for personal dignity and individual potential prompts GCB to welcome students and help them succeed in all their endeavors.

 

Excellence

Excellence is the quality of being outstanding or extremely good. Excellence commits individuals to challenge them to utilize the irnature-given intellect. GCB’s commitment to excellence touches all aspects of college life from curriculum programs, from student services to the campus environment, from recruitment to publications, and from special occasion today-to-day activities.

Compassion

Compassion is to have a concern for the sufferings or misfortunes of others in the society. It demands high commitment, courage ofconviction, sensitivity, understanding, and care. In GCB we not only teach but also preach to stand by others who are in times of personal crisis or grief and express compassion through multiple endeavors that respond to the needs of others.

Service

Service, for GCB members, is to use one’s talent and ability to advance the genuine well being of the society. Service to students is the basic principle of GCB.

Integrity

Integrity is the quality of being honest and having strong moral principles. We, in GCB, emphasize on the moral values and human ethics.Integrity gives the ability to realize the greater good in action. Integrity,whether personal or institutional, implies coherence between words and acts.Integrity connects the college with the society through its intelligence services.

Diversity

Government College Balrampur is the proponent of unity in diversity that builds the community that fosters a climate that is open and welcoming to diverse people, ideas, culture, value system and perspectives. It promotes a constructive discourse on the nature of diversity; that engages faculty and students in activities that promote GCB’s core values. 

Ethics

Institutions of higher education have a major role to play in preparing the younger generation for a propitious future. Apart from imparting quality education, they need to instill high ethical values and practices among the student fraternity.

Environmental consciousness

·        Awareness of public health hazards posed by our environment,including physical features such as global warming, chemical features such as automobile emissions, contaminants in drinking water, and biological features such as putrefying organic matter.

·        Impact of governmental policies and urbanization on degradation of the environment.

·        Educating the students on environmental policies to water, air,forest and wildlife of the country.

Regarding Intellectual Property Rights-

The institution will retain ownership of all intellectual properties generated during the staff members’ employment as part of your duties or associated responsibilities. All intellectual property rights on all‘works’, generated or modified by the staff members, individually or as part ofa team during their employment and as a part of their employment will be wholly vested in the organization. By this contract, they have also undertaken to sign any associated documents to further confirm the above ownership. Unless permitted by an explicit agreement the staff members are also bound to keep such matters confidential and shall use such ‘work for the sole benefit of the organization as required by their employment.

Code of Ethics for Academic Research

As an Institution dedicated to the search for truth through teaching, scholarship and research, Government College Balrampur is committed to excellence and integrity in all its endeavors. The institution proclaims that all researchers intend to follow the below principles and values of academic integrity, to bring esteem to the institution and its academic research:

  • An academic community should involve above all a commitment to intellectual honesty and personal responsibility for one's actions and to a range of practices that characterize responsible research conduct.
  • An academic community should nurture a mutual trust to encourage the mutual and free exchange of thoughts and enable all to reach their highest potential goals.
  • An academic community should actively encourage respect among staff, students and faculty.
  • An academic community should observe valid legal norms related to the conduct and publication of research particularly concerning copyright, the intellectual property rights of third parties, the terms and conditions regulating access to research resources and the laws of libel.
  • An academic community should seek to make the results of its research as widely and freely available as possible.
  • An academic community should seek to ensure equality in institutional standards, practices, and procedures as well as fairness in interactions among the members of the community.
  • An academic community should maintain high standards of research by necessitating shared responsibility for upholding academic integrity among all members of the community.
  • There should be clarity of purpose and the intention behind the research activities.
  • The set standards of ethical and legal behavior to be followed by all the participants.

RESPONSIBILITIES OF A RESEARCH STUDENT

  • Initially, the Research Student should consult his mentor/expert before conducting the research.
  • After consulting his/ her mentor, a student must thoroughly discuss the research design, program of research, questionnaire, etc. 
  • Research students should be conscious of issues which are about plagiarism, intellectual property (IP), and falsification of data, and unnecessary delays in the completion of their research work.

WHAT CONSTITUTES MISCONDUCT?

Misconduct does not include honest error or honest differences in interpretation or judgment in evaluating research methods or results, or misconduct unrelated to the research process.

In case of misconduct or deviation of recommended ethical practices by a research investigator or a research student, disciplinary action can be taken against them if their guilt is proved. 

The acts which are considered as research misconduct comprises:

  • Fabrication – Reporting of experiments never conducted
  • Falsification – Misrepresentation or suppression of data to project a desired result
  • Plagiarism – Reporting another’s data as one’s own
  • Fraud – Deliberate and willful suppression of previous work in publications to claim originality or to avoid quoting previous publications contrary to present results.
  • Breach of confidentiality - Presenting as one’s ideas or data obtained from privileged access to original grants, manuscripts, etc. is also considered a misdemeanor in the same category.
  • Violation – Violation of intellectual property rights;
  • Misuse of Funds – Misuse of research funds or resources provided by the University or an external sponsor.

REPORTING OF CASES OF MISCONDUCT

  • Anyone has the right to report an observed, suspected or apparent misconduct to the members of the Ethics Committee when he or she becomes aware of it.
  • If an individual is unsure whether a suspected incident of misconduct falls within the definition of Misconduct, he or she should discuss this with the members of the Ethics Committee informally.

REPORTING AND EVALUATION OF THE COMPLAINT

  • The charge of misconduct has serious effects for all concerned. Therefore, investigation related to the review of suspected misconduct will be kept confidential to the maximum extent possible.
  • The Committee should conduct a preliminary review of the report and provide an immediate opinion to the Principal Investigator.
  • If the Principal decides to set up an investigation committee, the Ethics Committee should recommend its members to the Principal to form an Investigation Committee.

   DISCIPLINARY ACTIONS

  • In a case of minor misconduct, the Ethics Committee is authorized to issue a Notice of Warning to or demand a Letter of Apology from an individual who is responsible for the misconduct.
  • In a case of serious misconduct, the Ethics Committee should decide whether or not to endorse consents.

Culture, Diversity, and Society

       This subject involves the awareness of factors prevailing in Indian society, students realize the culture, values, that are existing in the society and the importance of standing against illegal and non-cooperative practices in the society. At the End of the Course the Students will be able to:

  • Understand the variety of cultures existing in Indian society.
  • Prepare to voice against discrimination, women's ill-treatment, and corruption.
  • It helps the student to become socially responsible.

Business ethics: differences that are prevailing in the society and the ways to overcome the differences.

       The prescribed subject provides an insight into the stream of business ethics, its importance and relevance even during a current corporate scenario. The subject also explains the code of conduct and values followed in Marketing, Finance, Human Resources, and technology fields in the organization to ensure long term sustainability of the enterprise.

CODE OF CONDUCT

 

All members of the family of Government College Balrampur (GCB) play a pivotal role in keeping the troth of the college by manifesting integrity and respect in the daily activities and in the performance of the responsibilities. The student code of conduct is established to foster and protect the core values of the GCB and to promote the scholarly and civic development of the college students in a safe and secure learning environment and to protect the people, properties and processes that support its vision.The values our students imbibe are integral part of their personal growth.Admission of a student in this college implies adherence to the prescribed code of conduct and observance of the rules laid down by the college. Full co-operation in this regard is sought from the parents.

The Administrative Structure:

The Principal of the college is the Administrative and Academic Head of   the college and he exercises control and supervision overall aspects of admission, teaching and conduct of internal and University examinations, with the assistance of the teaching, clerical or administrative staff under his control.

Teachers and their Responsibilities –

Teachers are expected to: 

  • Adhere to a responsible pattern of conduct and demeanor expected of them by the community. 
  • Manage their private affairs in a manner consistent with the dignity of the profession. 
  • Make professional growth continuous through study and research. 
  • Express free and frank opinion by participation at professional meetings, seminars, conferences etc. towards the contribution of knowledge. 
  • Maintain active membership of professional organizations and strive to improve education and their profession through them. 
  • Perform their duties in the form of teaching, practical, seminar and research work conscientiously and with dedication. 
  • Co-operate and assist in carrying out functions relating to the educational responsibilities of the college and the university such as: assisting in  appraising applications for admission, advising and counselling students as  well as assisting the conduct of university and college examinations, including supervision, invigilation and evaluation; and 
  • Participate in extension, co-curricular and extra-curricular activities including community service. 

 

Student Code of Conduct

 

·    Since its establishment, the college has been immensely emphasizing on the code of conduct for which the college established various committees especially the Discipline Committee which monitors the conduct/behavior of students on the campus. In this regard, college defines some rules which must be strictly adhered to. Following are the rules:

 

 

DRESS CODE

 

·      Students must come in proper uniform. The college uniform for female students is pink shalwar-kameez with coaty or dupatta (plain black); whereas the college uniform for the male students is formal pink shirt and black pants.

 

 

IDENTITY CARDS

 

·    Identity cards for all students will be issued soon after their admission into the College.  Every student has to wear her/HIS identity card every day.  This card will be valid for the period of study. Identity card is absolutely essential during the examination days and for obtaining Certificates, Library entry, etc. Students shall be allowed to enter the college gate on the display of I-Card issued by the college.

 

 

DISCIPLINE

No student shall be allowed to enter the college after 10:30 am and leave the college before 04:30 pm. Special permission to leave the college, however, can be sought from the Principal and Student’s Union-In-charge in case of any emergency.

·        A student remaining absent continuously for 10 days shall be struck off the rolls.

·        Any student found guilty of misconduct/breach of discipline shall be liable to disciplinary action.

·        Indulgence in any kind of anti-social activity shall lead to the cancellation of the admission.

·        Smoking on the campus is strictly prohibited.

·        Students must not trespass the prohibited areas of the college.

·        Writing on the classroom walls is strictly prohibited.

·        All the teaching and non-teaching staff should maintain discipline in the college and be not involved in any kind of anti-government activity.

·        Teaching and non-teaching staff must adopt fully transparent methods whether in teaching or administrative activities.

·        The institution prohibits political activities in and around the campus.

·        Strict silence must be observed in Library.

·        Students are expected to spend their free time in the library. They should not loiter along the corridor or crowd along the passage.

·        Talking and other disruptive behaviors are not permitted during class hours.

·        Students shall do nothing either inside or outside the institution that will in any way interfere with its orderly conduct and discipline.

·        The student should polite and respectful towards others, at all times.

·        No student shall collect any money or contribution for picnic, trip, and educational visit to some place,get-together, study-notes, charity or any other activity without prior sanction of the HOD or Principal.

·        Students should not leave their books, valuables and other belongings in the classroom.

ATTENDANCE

·        Attendance is taken at every lecture and practical classes. All students are expected to attend all classes and secure 100% attendance.   However, in order to allow for certain unavoidable reasons such as medical / participation in sports / personal, a student is expected to attend at least 75% of the classes to qualify for the University Examinations.  Condonation of attendance is permitted to those students whose percentage of attendance is 65% and above but below 75%.  They willbe permitted to appear for the University Examinations provided they pay the condonation fee prescribed by the University.

 

RAGGING

·    The college has formulated an anti-ragging committee to make the premises completely ragging free.  Ragging of any kind inside/outside the college campus is prohibited. Display board about anti-ragging is placed in the campus.To safeguard the student community from the harm of ragging, every student is given awareness about the undesired outcomes of ragging and the anti-ragging act of the government. The active anti-ragging committee members educate the students the need of fine inter-personal relationships among the students. All the junior and senior students can access the Cell Phone Nos. / Land Phone Nos.of the officers for their ready reference enabling them to contact the officers in case they are subjected to ragging. They should not hesitate giving complaint verbally or in written (a complaint box is placed inside the campus),against the complaints, who may misbehave/ act in in-disciplinary manner in or outside the college campus.
